The optimisation of your CAD tool is a complex and time consuming affair.  For sure there are a lot of things that you would like to investigate, but there is often insufficient time or budget.

Also, within small organisations, the onus of system management often falls on the shoulders of a CAD user who is perhaps not motivated or suited to such a responsibility.
